10 m run bunting means the rope is in 10 meter length ,and leave 1.5 meter from begin  and end of polyester rope ,so there are 7 meter rope has the flags ,and distance between is 10 cm .So the total quantity flags based on the size of your flags.For example ,if your flag size is 20x30 cm ,so there are 23 flags in total.
